A carrier is the holder of a telecommunications carrier licence granted under the Telecommunications Act. There are no restrictions on the number of carrier licenses that may be issued.

Carriers must be individually licensed by the Australian Communications Authority (ACA). Legislative requirements for the grant of a carrier licence are minimal but include the payment of an application fee. In addition, a licence cannot be issued to an applicant until an industry development plan (IDP) is first approved by the Minister for Communications.
